A bill that could have brought the state lottery, sports betting and casinos to Alabama likely died in the state's House of Representatives late last week.

The Senate passed SB 319 last month and moved home. The bill will provide state citizens with the opportunity to vote in November 2022 on whether the state should amend the constitution and implement expanded gambling operations in Alabama. It would also allow the state to enter into a gaming agreement with the Poarch Band of Creek Indians.

The legislation was originally killed in the Senate after failing to pass, but passed on a second attempt. It appeared to be prepared to move in the lower house, but was never put to the vote.

According to AL.com, Speaker of the House Mac McCutcheon withdrew it from consideration, saying there were not enough votes to pass. The bill required bipartisan support to obtain the 60% majority needed for a bill requiring a constitutional amendment.

In the weeks leading up to what was supposed to be a vote, Democrats tried to change the bill and negotiated with Republicans to insert language that would explicitly use some of the money generated to develop Medicaid. The two parties could not come to an agreement and eventually the bill was withdrawn.

Republicans then attempted a last-minute lottery-only vote on the bill, but most Democrats said they didn't. have enough time to read the bill. This project was also never put to a vote.

After Thursday's sitting, the House adjourned, leaving only one day off in the current legislative session. The group will return on May 17 for a final day, and McCutcheon said the bill is unlikely to pass, especially since it would have to go back to the Senate to approve the changes.

"I can't say we won't try to address it. But I can say that because of the bill and the way it is, it's going to be questionable," McCutcheon said. "It's going to be hard to get through now, at such a late date."
